Background:

This study was one of four parallel e-maturity studies of the FESR sector commissioned by BECTA, the others covering FE, Offender Learning and Skills Service (OLASS) and Work Based Learning (WBL). The research measured current levels of e-maturity within Personal and Community Development Learning, focusing on both organisations providing PCDL and the workforce. Designed to provide a baseline against which subsequent progress can be measured, the study covered ICT infrastructure provision for learners; the use and development of e-learning resources; the skills of teaching staff and their access to technology; the deployment of ICT for teaching, learning, management and administration; the barriers and enablers to e-learning use; and organisational strategy and vision for e-learning development. The report helped inform the submission BECTA made for the 2008 Comprehensive Spending Review.

In addition to researching e-maturity in PCDL, Sero triangulated the results with parallel surveys of FE and WBL, producing comparative views using the data from these two sectors.

Our contribution:

Sero led a team of 12 specialist Associates with Giles Pepler acting as Project Manager, conducting much of the research and support work.

Our approach:
Sero used an adapted version of BECTA’s e-maturity model which was tested on a small sample group from within the PCDL sector before an on-line survey with blog support was launched. Interviews and focus groups were conducted with managers, teachers and lecturers from the sector before a final series of discussions to identify any areas that needed further exploration.
