Feasibility study for an online learning resource for children in care |

Background: |
This was one of five studies commissioned by Becta to inform the 2008 refresh of “Harnessing Technology”. The brief for the study required us to address six issues:

To produce a segmentation of low-achieving or disadvantaged learners

To carry out a short review of recent literature on the subject of disadvantaged learners and on methods of engaging with socially excluded individuals and groups, both in the learning arena and otherwise, and to identify common themes

To compile an analysis of the main types of disadvantage and the barriers to learning they present

To evaluate the importance of each group of learners and their relation to the aims of the Harnessing Technology Strategy

To assess methodologies utilised to overcome barriers to learning and identify core elements of best practice

To produce evidence-based policy recommendations on approaches to meeting the needs of disadvantaged learners.

Sero scoped, researched and drafted the study to a tight timescale in spring 2008.

Our
approach: |
In the first instance, we produced an overview of the literature on disadvantaged learners and a review of initiatives to address their needs, leading to some draft policy recommendations. These were discussed with various groups of practitioners.
We then compiled a number of case studies of best practice in the field, complemented by interviews with key players involved.
The literature review, case studies, expert interviews and policy recommendations were combined in a final report.
