Assessing
institutional readiness
for technology based delivery
in the FESR sector |

Background: |
This exploratory study was designed, firstly, to identify what needs to be in place in order to provide an evidence-informed assessment of the readiness of FESR providers to expand provision using technology-based approaches and, secondly, to draft a set of criteria that could be used to assess institutional readiness in the FESR sector. The study was concerned with step change rather than incremental change, exploring the identification of indicators that are focused on predicting organisational outcomes rather than examining potential for changes solely on the basis of past historical performance.
The outputs from the study have been used to inform the structure of the 2008 Becta education system surveys of the FESR sector.

For this study Sero led a team of five specialist Associates with Giles Pepler acting as Project Manager, conducting a literature review and all appropriate research work.

Our
approach: |
Sero conducted a literature review of current e-maturity models and adapted elements of existing models to map against a matrix using the LSC Framework for Excellence and the LLUK Leadership competencies. A draft set of criteria was trialed with a sample of FESR leaders, revised and refined into a set of 11 potential criteria for assessing institutional readiness for step change. The study went on to explore the potential .development of simple tools for data capture and analysis.
