Background:

During academic year 2007-08, the JISC Committee on Learning and Teaching (JLT) commissioned a small project to explore the Tangible Benefits of e-Learning at an institutional level. The outcome of this work was presented back to JLT during their June 2008 meeting. As a result the JLT charged the JISC Executive with an action to explore the area further and present an ideas paper for discussion at the next JLT meeting. The Executive commissioned Paul Bacsich of Sero Consulting to produce a discussion paper for JLT on areas for future funding that would build on the Tangible Benefits of e-Learning work, based on a review of current resources and consideration of the JLT and JISC remits.

The discussion paper is still confidential to JISC but JISC have agreed that the review paper can be made public.

Our contribution:

Sero fielded Paul Bacsich to do the study.

Our approach:

The main work consisted of a “desk research” review of methodologies for costing e-learning in FE and HE - both in the UK and in other relevant countries (US, Australia etc), in order to determine their current use (if any) and their capability of being taken forward into a new unified approach to costing e-learning suitable for UK HE and FE across the four home nations. Key papers were studied, much searching was done, and consultation with leading experts was carried out by email.
